Franklin Green was a law enforcement officer back in the old west before he died. He was killed on an Indian burial-ground and was resurrected as the Phantom, a reaper of souls and a member of the Ghost Riders.

The Death of Frank Green[]
Frank Green
Franklin "Frank" Green was a cop in a small town back in the old west. One day while walking to the bar, Frank noticed three bank robbers running out of the bank. He hopped on his horse and chased them single-handedly killing two of them. Before he could shoot the third, he himself was shot by their backup who was hiding in shrubbery. He fell off his horse and landed in the middle of an Indian burial-ground.
When a tribe of Indians came by to pay respects, they were insulted to find a white man dead on their sacred soil. For this act, they brought him to an old sorcerer who cursed the body. The sorcerer told of a prophecy of worlds colliding, and put a spell on Frank that would resurrect him as Ghost Rider (a famous urban legend in those parts) after the collision.
The tribe took his body deep into the middle of the desert and buried it, never to be found again. Over time it decayed into dust, but his soul lived on waiting for the collision.

The Phantom[]
Many eons later, the worlds collided and Frank was resurrected by the demon Mephisto. He came back completely white and with no face except white eyes. His one mission was to reap souls from those who were sinful and unworthy, just like every other Ghost Rider's mission was, and give them to Mephisto. Since he was completely white, donned white clothes, and had a white horse, Frank Green went by the name The Phantom and was the worlds newest urban legend.
