Commissioner Gillian Bendis Loeb was the corrupt police commissioner of the Gotham City Police Department, having ties with all major crime empires in the city, such as Carmine Falcone's Roman Empire, Kingpin's Crime Syndicate and Black Mask's False Face Society. Ruthless, Loeb maintained Gotham City's crime in stability by having dealings with multiple criminals, and was known as the real leader of Gotham duo to his influence. During the Iron Heights Riots, Loeb was killed by the Joker disguised as Black Mask, with the intent of cutting loose ends and assuming control of the False Face Society to kill Batman.
